the "two shadowed men" are generally thought to be gangsters, and possibly a reference to the Kray twins, as they grew up on the Vallance Road.

Well the Krays are dead, and previous to that they have been serving life sentences since the 60s.
I doubt Pete would have noticed them when from his mother boob he did suck.
